Towns Foundation Group, Inc. is a 501(c)(3) nonprofit organization dedicated to improving public health outcomes for the elderly. Our mission is to reduce re-admission rates to large institutions by providing comprehensive social supports and health preventative methods. We achieve this by elevating the standard of senior care through specialized education and training for care providers, thereby ensuring the dignity, health, and community-based support of Maryland’s vulnerable senior population. We are dedicated to reducing institutional readmissions by training the next generation of Assisted Living leaders in comprehensive health promotion and disease prevention strategies.

The July 1, 2026 deadline isn't a wait and see date, but a massive turning point for Maryland’s healthcare regulatory environment, because it serves two distinct purposes across these essential two focus areas: ALM Licensing, Infection Control and Child Abuse Reporting for various providers.
1. The July 1, 2026 Deadline: ALM Licensing
The July 1, 2026 date is the "Hard Launch: from ALM certificate-OHCQ to ALM License-SBLTA" for Assisted Living Manager (ALM) in Maryland.

What changed: Previously, Maryland only required ALMs to complete the 80-hour training. As of July 1, 2026, it is no longer enough to just have the training—the ALM must be officially licensed by the State Board of Long-Term Care Administrators.

The Transition: The online licensing portal is scheduled to go live on April 20, 2026. Anyone practicing as an ALM after July 1, 2026, without this formal license will be in violation of the new law (HB 874).
2. The January 1, 2027 Deadline: Child Abuse Reporting
The January 1, 2027 is specific to House Bill 1034 (2026) regarding Child Abuse and Neglect training.

The Law: This bill takes effect on July 1, 2026.

The Grace Period: It mandates that any provider who is already employed/practicing on that effective date (July 1, 2026) has exactly six months to complete the newly updated training. This makes the final compliance deadline January 1, 2027.

Wait, was Child Abuse part of the ALM Licensing deadline?

Indirectly, yes: While the 80-hour ALM course focuses on vulnerable adults, ALMs are "Mandated Reporters" for all abuse.

The Bundle Strategy: Because Maryland is tightening the frequency (now every 2 years under HB 1034), bundling the infection control and child abuse reporting courses is smart and beneficial. It allows ALMs to meet their biennial 20-hour continuing education requirement while simultaneously hitting the new Jan 2027 child abuse deadline.
